On the Ha Giang loop, the only real paper costs $10

The loop's only extra paperwork is a border-area permit: 200,000–250,000 VND (~$8–10) at the Ha Giang City immigration desk. Sellers in-country and online also push an "international driving permit" at many times that price — void by definition, because no IDP issued inside Vietnam is valid in Vietnam.
