Since July 2026, a 90-day visa converts your license

Until July 2026, converting a foreign license to a Vietnamese one took a residence card — a plain visa didn't count (Circular 12/2025/TT-BCA, Art. 24 listed only residence cards). Since July 1, 2026, Circular 108/2026/TT-BCA, Art. 24.1 adds "thị thực... còn thời hạn từ 90 ngày trở lên" — a visa with at least 90 days remaining: your home license converts to the equivalent Vietnamese class, no driving test.
